Thailand: Sunthorn Kongsompong, former chairman of the National Peacekeeping Council (1991), dies.

Laos: Finance Minister Khamphoui Keoboualapha is sacked and Boungnang Vorachith is appointed in his place.

Luxembourg: Lydie Polfer becomes foreign minister.

Jagdeo

Guyana: President Janet Jagan, having decided to resign, and with a view to maintaining the coalition arrangements, replaces Sam Hinds as first vice president and prime minister by Finance Minister Bharrat Jagdeo; on August 11, Jagan leaves office and Jagdeo becomes president, according to the constitutional process of succession, for the rest of Jagan's term. Jagdeo immediately reappoints Hinds as prime minister.
Kazakhstan: Defense Minister Mukhtar Altynbayev is dismissed. Bakhytzhan Yertayev becomes acting defense minister.

Putin

Russia: President Boris Yeltsin fires Prime Minister Sergey Stepashin and appoints Vladimir Putin as acting prime minister. Putin is confirmed by the Duma on August 16 (233-84).

Singapore: S.R. Nathan is declared president-elect when he is certified as the only candidate eligible to contest elections originally due on August 28. He will take office September 1.
