Abdyldayev

Kyrgyzstan: President Almazbek Atambayev appoints Aaly Karashev as acting prime minister after accepting the resignation of Omurbek Babanov. On September 5 the parliament approves a new government with Zhantoro Satybaldiyev as prime minister, Erlan Abdyldayev as foreign minister, and Olga Lavrova as finance minister; Taalaybek Omuraliyev remains defense minister and Zarylbek Rysaliyev interior minister. Satybaldiyev and the government are appointed by the president on September 6.

Algeria: President Abdelaziz Bouteflika names Abdelmalek Sellal as prime minister. He takes office September 4; the government named the same day is unchanged in the key portfolios.
Colombia: Mauricio Cárdenas takes office as finance minister and Fernando Carrillo as interior minister.
French Polynesia: Jean-Pierre Laflaquière takes office as high commissioner.

Canada: In parliamentary elections in Quebec, the Parti Québécois wins 31.9% of the vote (54 of 125 seats), the Liberal Party 31.2% (50), the Coalition Avenir Québec 27.1% (19), and Québec Solidaire 6% (2). Turnout is 74.6%. Pauline Marois is sworn in as premier on September 19.

Russia: Former head of the administration of Krasnodar kray (1991-92) Vasily Dyakonov dies.

Myanmar: Parliament approves a reshuffled cabinet including Gen. Wai Lwin as defense minister and Win Shein as finance minister.

Mohamud

Somalia: Hassan Sheikh Mohamud is elected president with 190 votes, against 79 for former president Sheikh Sharif Sheikh Ahmed, in a runoff poll after no candidate secured the required two-thirds majority in the first round of voting. He is sworn in on September 16.

Libya: Parliament elects a new prime minister. In the first round of voting, Mahmoud Jibril receives 86 votes, Mustafa Abushagur 55, and Awad al-Baraasi 41. In the second round, Abushagur is elected with 96 votes against 94 for Jibril.
The Netherlands: In parliamentary elections, the People's Party for Freedom and Democracy wins 26.6% of the vote (41 of 150 seats), the Labour Party 24.8% (38), the Party for Freedom 10.1% (15), the Socialist Party 9.7% (15), the Christian Democratic Appeal 8.6% (13), the Democrats 66 7.9% (12), the Christian Union 3.2% (5), Green Left 2.3% (4), the Reformed Political Party 2.1% (3), the Party for the Animals 1.9% (2), and 50PLUS 1.9% (2). Turnout is 75%.

Dominica: Parliament elects Eliud Williams as president (21-0) following the resignation of Nicholas Liverpool. Williams is sworn in the same day.
Nicaragua: Former foreign minister (1957-61, 1972-77) Alejandro Montiel dies.

González

Spain: The president of the government of Madrid, Esperanza Aguirre, resigns and Ignacio González becomes acting president. González is elected president (72-53) on September 26 and takes office September 27.

The Bahamas: Former foreign minister (1973-84) and acting governor-general (2005-06) Paul Adderley dies.
Serbia: Former acting president of the Federal Executive Council of Yugoslavia (1991-92) Aleksandar Mitrovic dies.

Lin

Taiwan: In a government reshuffle, David Y.L. Lin is named foreign minister. He takes office September 27.

Georgia: Interior Minister Bacho Akhalaia resigns and Eka Zguladze is appointed as acting interior minister.
Indonesia: In the gubernatorial runoff in Jakarta, Joko Widodo wins 53.8% of the vote and incumbent Fauzi Bowo 46.2%.
Kenya: Katoo Ole Metito is appointed internal security minister.

Argentina: Former foreign minister (1977-78) Oscar Antonio Montes dies.
Ethiopia: The acting prime minister, Hailemariam Desalegn, is sworn in as prime minister.

Eide

Norway: In a cabinet reshuffle, Espen Barth Eide becomes foreign minister and Anne-Grete Strøm-Erichsen replaces him as defense minister.

Azerbaijan: Karen Mirzoyan takes office as foreign minister of Nagorno-Karabakh.

Belarus: In parliamentary elections, only candidates supporting President Alyaksandr Lukashenka are elected, most as independents but including 3 from the Communist Party and 1 from the Agrarian Party; one of the 110 seats will go to a second round. Turnout is 74.3%.
Moldova: In parliamentary elections in the Gagauzia autonomous region on September 9 (first round) and September 23 (second round), independents win 25 of 35 seats, while the Party of Communists of the Republic of Moldova wins 7, the Liberal Democratic Party of Moldova 2, and the Party of Socialists of the Republic of Moldova 1.

Curaçao: Dito Mendes is appointed formateur to form an interim government. On his advice, Stanley Betrian is appointed prime minister on September 29; Betrian and his cabinet (with José M.N. Jardim as finance minister) are sworn in on the same date.
Italy: The president of Lazio, Renata Polverini, resigns.

Akhmetov

Kazakhstan: Prime Minister Karim Masimov resigns. Serik Akhmetov is appointed in his place. Most of the new cabinet is announced on September 25 with no change in key portfolios, but on September 28 the president appoints Yerlan Idrisov as new foreign minister.
Sri Lanka: S.M. Ranjith is sworn in as chief minister of North Central province.

Congo (Brazzaville): In a cabinet reshuffle, Charles Richard Mondjo is appointed as defense minister.
Mexico: Former governor of Oaxaca (1980-85) Pedro Vásquez Colmenares dies.

Canada: Former lieutenant governor of Saskatchewan (1988-94) Sylvia O. Fedoruk dies.
Mexico: Miguel Márquez Márquez takes office as governor of Guanajuato.
Palau: In presidential "primary" elections, Tommy Remengesau wins 49.1% of the vote, incumbent Johnson Toribiong 33%, and Sandra Pierantozzi 18%. The runoff will be held on November 6.
