Ethiopia: Parliament elects (by acclamation) Mulatu Teshome Wirtu as president. He is sworn in the same day.
Maldives: The Supreme Court annuls the first round of presidential elections held on September 7. New elections are announced for October 19. On that date, however, a police intervention stops the election. On October 21 it is rescheduled for November 9.
Sri Lanka: C.V. Vigneswaran is sworn in as chief minister of Northern province.

Canada: In parliamentary elections in Nova Scotia, the Liberal Party wins 45.5% of the vote (33 of 51 seats), the New Democratic Party 26.9% (7), and the Conservative Party 26.4% (11). Turnout is about 59%. On October 22 Stephen McNeil is sworn in as premier.
United States: In mayoral elections in Albuquerque, incumbent Richard Berry defeats Pete Dinelli, 68%-29%.

Malawi: President Joyce Banda dissolves her cabinet. On October 15 she names a new cabinet with Maxwell Mkwezalamba as finance minister, other key ministers being reappointed.

On October 25 Grand Duke Henri asks Xavier Bettel to form a government.

Canada: In mayoral elections in Calgary, incumbent Naheed Nenshi wins 73.7% of the vote and Jon Lord 21.4%. In Edmonton, Don Iveson wins 62.2% of the vote, Karen Leibovici 19.4%, and Kerry Diotte 15.5%; turnout is 34.5%. Iveson is sworn in on October 29.

Madagascar: In the first round of presidential elections, Jean-Louis Robinson wins 21.1% of the vote, Hery Rajaonarimampianina 15.9%, Hajo Andrianainarivelo 10.5%, Roland Ratsiraka 9%, and Albert Camille Vital 6.9%. Turnout is 61.8%. The runoff will be held December 20.

Czech Republic: In parliamentary elections held October 25-26, the Czech Social Democratic Party wins 20.5% of the vote (50 of 200 seats), Action of Dissatisfied Citizens 2011 18.7% (47), the Communist Party of Bohemia and Moravia 14.9% (33), Tradition Responsibility Prosperity 09 12% (26), the Civic Democratic Party 7.7% (16), Dawn of Direct Democracy 6.9% (14), and the Christian and Democratic Union-Czechoslovak People's Party 6.8% (14). Turnout is 59.5%.

Croatia: Former president of the Presidency (1983-84) Milutin Baltic dies.
Georgia: In presidential elections, Giorgi Margvelashvili wins 62.1% of the vote, Davit Bakradze 21.7%, and Nino Burjanadze 10.2%. Turnout is 47%.
Japan: In gubernatorial elections in Miyagi, incumbent Yoshihiro Murai wins 86.4% of the vote and Masaaki Sato 13.6%. Turnout is 36.6%.
Jersey: Former lieutenant governor (1995-2000) Sir Michael Wilkes dies.
