These discussions resulted in a concept that will permit the continuation of intelligence collection through psychoenergetics within Dot) in a program that will be managed by DIA. The program will be a coordinated effort throughout the Intelligence Community to include DIA, NSA, CIA, and the US Army (USAMRDC). b. (S/CL-2/NOFORN) During a 1 August 1984 meeting between MG Rapmund and LTC Buzby, MG Rapmund outlined his concept for USAMRDC participation in psychoenergetics and stated that he neither needed nor wanted the transfer of ICLP resources to USAMRDC to support his R&D efforts; therefore, this action will not address either the transfer of any INSCOVI resources to USAMRDC or discuss proposed utilization of operational personnel in support of USAMRDC R&D. The concept provides for the use of operational personnel to support the R&D effort; however, there are no USAMRDC requirements for full time assignment of military intelligence personnel to USAMRDC to support the R&D effort. d. (S/CL-2/NOFORN) Discussions to date with DIA indicated that the new DoD psychoenergetic effort will operate under strict security. It is anticipated that after approval of an MOA, DIA will request OPSEC and cover support from INSCQM. Such support is already provided to ICLP by the Security Support Detachment, 902d MI Group and Administrative Survey Detachment, and these organizations could feasibly provide similar support to the prospective DIA effort. e. (S/CL-2/NOFORN) In preparation for the ICLP transfer to DIA, the ICLP manager directed the preparation of a staff study to provide the rationale oehind the preparation of the MOA. A copy of the staff study is attached at Blue 'TAB B. f. (U) The proposed MOA will: (Blue TAB C) (1) (S/CL-2/NOFORN) Transfer all personnel currently assigned to ICLP to DIA. It will involve the transfer of "faces but not spaces." (2) (S/CL-2/NOFORN) Transfer all ICLP documents 'to DIA. (3) (S/CL-2/NOFORN) Transfer all equipment, maintenance contracts, rental agreements and on hand supplies to DIA. (4) (S/CL-2/NOFORN) Permit the transfer of the two office buildings currently occupied by ICLP to DIA. This will be accomplished by an ISSA between DIA and Fort Meade after the effective date of the MOA. g. (S/CL-2/NOFORN) It is recognized and accepted that the deactivation of ICLP and its subsequent transfer to DIA will be a major task. With a positive approach and complete cooperation from the INSCQM staff, however, the transfer can be accomplished with INSCOMi's best interests in mind and minimum disruption to ICLP operations. h. (U) Recommend that after review and approval by CG, INSCOM, the MOA be forwarded unsigned to OACSI, DA as a concept paper for their coordination and approval (a suggested cover letter has been drafted, and is attached at Blue TAB D). CG, INSCOVI could then sign the MOA when it is returned upon completion of the OACSI action. (U) WHAT THIS ACTION WILL ACCOMPLISH: a. As a result the Army enjoys a monopoly on this revolutionary concept for intelligence collection. We must insure that we do not lose this knowledge and experience in any action taken to change INSCOM's role in the use and development of the technology. 3. (S) I am concerned about these three aspects of the program. a. Continued research and develop ment. We cannot abandon the work already done if for no other reason than to keep pace with the. effort being expended by our adversaries. b. Current operatioi zs. Intelligence users in the Army, DIA, NSA and CIA have all-tasked this methodology to augment established disciplines and for missions that would be extremely difficult or impractical for any Other collection resource. The Intelligence Community cannot afford the loss of this capability while it waits for a total refinement and understanding of the observed phenomenon. C. ZnoPl.e involved. Changing INSCOM's role affects the dedicated personnel involved. We must insure the timely and fair reassignment. of our excellent cadre who may or may not wish or be able to participate in some further continuation of the program. 4. Successes achieved in early collection efforts will continue and will improve as methodology and skills are enhanced and refined. b. (S/CL-2/NOFORN) INSCOM CENTER LANE Project (ICLP) has provided the intelligence community with a valuable source of information since 1979. Senior managers in the Army chain-of-command presently believe that ICLP has reached a level in its development where project control can better be accomplished outside of INSCOM. c. (S/NOFORN) ICLP provides a unique and valuable intelligence collection asset, and should continue as an operational element, whether under the control of INSCOM, DIA, or some other national level intelligence agency. d. (S/CL-1/NOFORN) Management, administrative, and trained or partially trained operational personnel presently assigned to ICLP, will desire to continue their involvement in intelligence application of psychoenergetics after the project's transfer. A copy of that memorandum is attached as Annex A. b. (S/CL-l/NOFORN) BG Shufelt, Office of the Assistant Chief of Staff for Intelligence, and Mr. Hurwitz, Director GDIP Staff, DIA, have agreed that DIA will accept the transfer of ICLP as a "package deal" and DA (ACSI) will provide "overage spaces" to DIA to accomplish the ICLP transfer for FY 85, and that DIA will provide the spaces beyond FY 85. c. (S/NOFORN) A Memorandum of Agreement between the DIA and the US Army Medical and Development Command, signed 17 August 1984, specified the roles of these agencies with reference to psychoenergetics research and development and operations. A copy of this document is attached as Annex B. d. (S/CL-1/NOFORN) Intelligence consumers in the Army, Air Force, DIA, NSA, CIA, and the NSC have all tasked ICLP in the past to augment their existing intelligence collection systems. It is likely that these agencies will continue to task ICLP in the future. e. (S/CL-1/NOFORN) ICLP has a pool of operational and support personnel who are trained or in various stages of either contract or in-house training. 4. (U) DISCUSSION. a. (S/CL-2/NOFORN) To achieve transfer of the ICLP with the least amount of disruption, and insure operational capability with the least delay possible, it is desirable to transfer the personnel from INSCOM to DIA in a "package deal." A complete listing of personnel is attached as Annex C. b. (S/CL-2/NOFORN) To further insure the smooth transfer of the project with a minimum of disruption to operations and training it would be necessary to transfer all documents maintained by ICLP to DIA and to transfer all equipment, maintenance contracts, rental agreements and on-hand supplies to DIA. (S/CL-3/NOFORN) All parties concerned have agreed that the best course of action in regard to office space is to continue to use the facilities at Ft Meade, MD where CENTER LANE is presently located. These consist of two buildings: T-2560 and T-2561. Use of these offices, which have already been extensively modified to meet unique ICLP operational requirements, will provide the least amount of turmoil for the personnel involved, allow continued operations and training with the least amount of disruption, and permit the most efficient use of these buildings. d. (S/CL-3/NOFORN) ICLP is currently funded with S&IA resources and is organized within USAINSCOM as Security Systems Planning Division (SSPD), Security Support Division (SSD), 902nd MI Group; however, there are two military personnel spaces and two civilian personnel spaces required but not authorized. Transfer of the ICLP to DIA would require the disestablishment of SSPD and subsequent realignment of the SSD TDA. e. (S/NOFORN) Preliminary discussion indicates that DIA will desire continued operational security (OPSEC) support from the 902d MI Group, as well as personnel, administrative and financial support from the Army Security Detachment (ASD). 5. (U) CONCLUSIONS. a. (S/CL-2/NOFORN) The transfer of ICLP capability to DIA must be done in such a way as to maintain continuity and momentum of effort, as well as the state-of-the-art expertise unique to this time-proven, highly respected activity. b. (S/CL-2/NOFORN) Cooperation and coordination between INSCOM, ACSI-DA, and DIA will be necessary to insure the effective transfer of ICLP to DIA. c. (S/CL-2/NOFORN) To insure continuity of operations and training, it would be most effective to transfer all currently assigned ICLP Personnel, documents, equipment and facilities to DIA. d. (S/NOFORN) It will be necessary for DA to provide overage spaces to DIA for ICLP for FY 85. Beyond FY 85 it will be necessary for DIA to provide spaces for the project, presumably from the GDIP. 6. (U) RECOMMENDATIONS. a. (S/CL-2/NOFORN) That INSCOM, with DA concurrence, transfer all currently assigned personnel, documents and equipment to DIA, and that arrangements be made as well for the transfer of the buildings presently occupied by the project. There are two main categories, infor- mation and energetic, that are sometimes called PSI phenomena and can be defined as: 1. Remote viewing (RV)/Extrasensory Perception (ESP) -- ability of an individual to access and describe remote geographic areas or to access and describe concealed data via undefined transmission mechanisms. 2. Psychokinesis (PK) -- mental ability to influence, physical or bio- logical systems via undefined physical mechanisms. SCOPE: (S/NF) This new DoD effort will pursue investigations into remote viewing (RV), and will also begin in-depth investigations into psychokinesis (PK). This effort will address external assistance and in-house investi- gations, and will include both operational and basic research aspects. Effort for FY 84 is a continuation of previous work; however, follow-oil efforts will reflect a broader range of investigations and will involve other government facilities and contractors. PARTICIPANTS: (S/NF) The terms in this memorandum are applicable to the current participants, DIA and HQ DA/SGRD, and are for FY 1984 and anticipated follow--on efforts. It is expected that additional participants will join this effort in the future. Appendices will be added to this memorandum to reflect specific agreement terms for new members and/or for changing requirements regarding current participants. BACKGROUND: (S/NF) Activities described herein are basically a follow-on from an earlier DoD effort (the GRILL FLAME project). GRILL FLAME was officially terminated after a 3-year evaluation period at the close of FY 1983. Key findings and recommendations were submitted to congressional committees and to key intelligence and RID community personnel via the GRILL FLAME PROJECT REPORT, dated 19 October 1983. However, at this stage of development, descriptive content (e.g., sketches, configurations) is more reliable than analytic content (e.g., function, complex technical data). o A potential threat to US national security exists from foreign achievements in psychoenergetics. In the USSR and in China, this research is well funded and receives high--level government backing. (S/NF) There were several key recommendations that resulted from the 3- year GRILL FLAME effort: o Applied intelligence-oriented research in remote viewing should be continued. o Basic research in both remote viewing and psychokinesis phenomena should be initiated. (S,/NF/ORCON) It was further recommended that the application-oriented effort be centralized, with overall management provided by DIA, and that a close interaction with basic research be maintained. Should the quality of remote viewing continue to improve, it was recommended that a joint service remote viewing unit be established to respond to DoD requirements. (S/NF) An independent science panel also reviewed the GRILL FLAME project and concluded that the external assistance work (at SRI) warrants cautious continued support, and that research should be conducted as much as possible in an open unclassified mode so that its repro- ducibility and accuracy can be independently verified by others. (S/NF) Consequently, the above findings and recommendations provide major guidelines and objectives for new DoD efforts in this area. BASIC OBJECTIVES: (S/NF) Basic objectives of this integrated effort will be tevaluate application potential and to improve utilityfof remote viewing (RV) so that reliable applications can be pursued in the ioD, a'1id to evaluate application potential of energetics (PK) effects. A strong applied and basic research effort will be established so that underlying parameters and explanatory mechanisms can be identified for the various phenomena. Threat- related aspects (e.g., replication of foreign psychoenergetics results) will also be examined when possible to assist in evaluating threat potential of foreign use of psychoenergetics, and to identify possible countermeasures. Since the main thrust of this work is directed toward potential intelligence applications, central management will be accomplished by the Defense Intelligence Agency (DIA) through the office of the Assistant Vice Directorate for S&T Intelligence. This individual will have full responsibility for all aspects of the program, including final review and approval of all operational efforts and all research tasks. As Central Manager, he will be responsible for task scheduling and time phasing, for chairing frequent data review and evaluation sessions, for insuring that the total effort is fully irtegra-twd, and for a variety of other program management issues. The Central Manager will also insure that contract issues are clearly defined and appropriately monitored, and will provide central control for administrating and/or monitoring financial aspects of the program. (C) The Central Manager will also assemble a special scientific advisory group to provide expert advice on various program technical issues. 2. (U) Executive Review Board: (C) This,, board will consist of executive-level representatives from the principal DoD 'elements (RID and intelligence) involved in this progran. Observers from other DoD elements may be included on a strict need-to-know basis if they could be potential users of the techniques developed in this program, or if they might otherwise contribute in later phases of the effort. This board would be primarily responsible for management - related issues, such as human use, legal, release-of-information, and program security guidelines. Other responsibilities would involve resolving priority conflicts and assisting in resource procurement. This board would also provide execu- tive review of project activities and findings on a periodic basis to assist in overall evaluation. Close coordination between this board and the Central Manager will be maintained. 3. (U) Pra,ject .Teams: (C) There will be two teams: the (1) Operational and Applications Team, and (2) the Basic Research Team. These Project Teams will be the working arm of the Central Manager. Team members will be composed of representatives from all the principal R/D and intelligence elements involved in this project. They will identify details of specific tasks, recommend task priority and time phasing, prepare research requests and evaluate contractor proposals, recommend facilities for conducting the investigations, and will in general attend to all the technical aspects of the program. Specific tasks would depend on project priorities and funding levels available, and will be subject to approval by the Central Manager. Specifics of their activities will be defined by the Chairmen of the Applications and the Research teams, and will be based on guidance provided by the Human Use Committee. 1. (U) Qp?rational Investigations: J (S/NF/ORCON) This will be primarily composed of corr'l 'actor personnel and in-house personnel at one or more government facilities who are mainly concerned with evaluating how well psychoenergetics can be applied to operational problems. Initial effort will address operational intelligence potential of remote viewing phenomenon; however later phases may address other aspects of remote viewing; e.g., communications. (S./NF/ORCON) The application effort will integrate training methodologies and research findings from the research efforts into their operational protocols as these results become available. Some direct applications work may also be performed at contractor facilities for skill development and training, and for projects where joint effort is required. (S/NF/ORCON) The main focus of the direct application efforts is to assess utility of the most promising psychoenergetics area in an operational environment and to identify methods for enhancing operational utility. Results from this work will pave the way for implementation of this potential capability into the DoD for a variety of users. (S/NF/ORCON) The operational investigations will ? 447 examine real-time operational problems. These tasks will be levied on a priority basis by the Central Manager, with their execution compatible with established protocols. Operational resources may be from in-house groups, contractor personnel, or individual consultants. These personnel will also provide a talent pool for assisting in various applied or basic research tasks. Research tasks will also be levied in accordance with over-all project priorities and objectives, and will be approved by the Central Manager. 2. (U) applications Research: (S/NF) The main purpose of the applications research is to examine all the variables that may have direct or indirect impact on improving utility of remote viewing phenomena, and to explore application potential of energetics (PK) phenomena. (S/NF) This would include, for example, determining if certain psysiolo- gical parameters, psychological traits, or states of consciousness could correlate with successful psychoenergetics functioning. Such possible correlations would be useful for predicting data validity and improving application reliability. Central to this effort would be the continuing investigations into psychoenergetics skill identification, develop- ment, and enhancement for the various classes of phenomena and types of applications considered. Techniques for improving data interpretation or for isolating valid data from the spurious would be pursued, as well as other applications research issues. (S/NF) The application research effort would investigate and attempt to simulate appropriate foreign research in order to assess its significance for threat assessment work. They would also investigate potential countermeasure to possible foreign use of psychoenergetics phenomena. (S/NF) Since this research examines both informational (RV, ESP) and energetic aspects (PK) of psychoenergetics, a broad range of research tasks would,be levied on various university laboratories, contractor facilities, and government research facilities where appropriate scientific instruments, shielded rooms, or other resources are located. 3. (U) Basic Research: (C/NF) This research would require assistance from basic research laboratories at universities, contractor facilities, or appropriate government laboratories. Main focus would be on investigations that define theoretical models and fundamental physical (and mental) mechanisms that help explain the various types of psychoenergetics effects. Physical and psychological scientists and those from other disciplines (such as medical, biology, neuro- physiology) would be involved in this exploratory work. Some of this effort would complement investigation of the empirically based applied research. (S/NF) Basic research could include, for example, long distance remote viewing experiments to deep submarines or orbital platforms for evaluating possible electromagnetic transmission models. A variety of experiments would be developed for electromagnetic, quantum mechanical, or other physical theories that have been advanced as possible explanatory models for the phenomena. Issues involving brain/mind, consciousness/subconsciousness or cognitive research would be examained for clues that might suggest how PSI information may be received, processed, and presented to consciousness, or how energetic PSI phenomena (PK) are mediated. PK effects, for example, may involve a complex interaction between mental and physical states. Some form of electromagnetic frequency may be generated by the central nervous system that interacts with surrounding material for some types of PK phenomenon. Issues such as these, and many others, would be explored by the basic research effort. (S/CL-.2/NOFORN) BACKGROUND. USAINSCOM has invested considerable effort since 1977 in developing psychoenergetic operational methods. Intelligence consumers in the US Army, US Air Force, DIA, NSA, C.IA, and NSC have all tasked this methodology to augment other intelligence systems. These agencies have recognized the value and potential of the intelligence application of psychoenergetics; it is likely they will. continue to task the system. The transfer of ICLP capability to DIA must be done in such a way as to maintain continuity and momentum of effort, as well as the state-of-the-art expertise exclusive to this time-proven, highly respected activity. 4. (S/CL-2/NOFORN) SCOPE. The effective transfer of ICLP to DIA requires the cooperation of INSCOM, DA (ACSI), and DIA, 5. (S/CL-3/NOFORN)) AGREEMENTS, SUPPORT, AND RESOURCES REQUIREMENTS. The "package deal" concept has been agreed to in principle by all parties involved. This concept has as its intent the transfer of all personnel, documents, equipment, and office space from INSCOM to DIA. The transfer of ICLP will not involve the transfer of any INSCOM spaces. ICLPlhas been an active intelligence collection unit since 1978. It is intended that the unit will remain an operational element under the direct OPCON of the Assistant Vice Director for Scientific and Technical Intelligence (DT), DIA. a. (S/CL-2/NOFORN) Personnel, All personnel assigned to INSCOM and working on ICLP will be encouraged to PCS to DIA for assignment to the DIA element that will perform the psychoenergetic training and collection mission. (Operational participation with CENTER LANE is strictly voluntary and falls under the guidelines of DoD directive 5240.1-R, AR 381-10, and Code of Federal Regulation, Title 45, part 46.) b. (S/C:L-2/NOFORN) Documents. All documents maintained by ICLP will be transferred to, and become the property and responsibility of, DIA. INSCOM will be permitted to retain access to command and control and historical ICLP documents. c. (S/CL-2/NOFORN) Equipment. All ICLP equipment, rental agreements, and on hand supplies will. be transferred to I)IA. ICLP automatic data processing equipment and automobiles will remain with INSCOM, d. (S/CL-2/NOFORN) Office Space. The affected agencies have agreed that the best course of action would be to continue to use the ICLP facilities at Ft. Meade, MD, which consists of two buildings, T-2560 and T-2561. Use of the Ft.
