(S/CL-3/NOFORN) Of the numerous concerns requiring attention in the forthcoming transfer of CENTER LANE from INSCOM to DIA, one in particular, if not attended to appropriately and expeditiously, could pose a major obstacle; that is, the "human use" issue. 2. (S/CL-2/NOFORN) Though the issue has evolved through. numerous iterations and revisions since the beginning of the DoD psychoenergetics effort, the highest levels of management, legal counsel and command have generally all concurred that the program indeed constitutes "human use." The exact mechanism by which CENTER LANE, will. become a DIA asset is at the moment unclear; but whether the option selected involves either temporary detailing of personnel or a permanent change of station transfer, responsibility to resolve the "human use" issue will probably devolve on DIA as the proponent agency for the consolidated psychoenergetics effort. Documentation available to this office are ambiguous as to whether DIA has a current psychoenergetic human use charter, and if it does, if such a charter would provide coverage for the elements transferring from INSCOM to DIA. 3. Recommend highly that this issue be addressed by DIA management at the earliest appropriate moment to enable the CENTER LANE activity to continue training and/or resume operations upon transfer to DIA on 1 January 1985. If the CENTER LANE transfer does aot occur by 1 January 1985, then INSCOM may have to address the "human use" issue separately since Secretarial authorization to conduct CENTER LANE activities expires 31 December 1984. 5.
