(FOUO) On 27 September 1982 from 1130- 1400 hours, the complete GRILL FLAME information briefing, was presented to MG A. N. Stubblebine III, CG INSCOM.at building 2561, Fort Meade. Also presented was a summary of 1982 operational activity and answers to continuation options from 26 August briefing. Briefing updates were requested by MG Stubblebine. Also attending was COL Billy F. Millerg ADCSOPS-HUMINT. 2. (CONFIDENTIAL) Briefing format follows. a. Agenda is attached as Incl 4. b. Formalbriefing script is attached as Incl 1. c. Notes, handouts and copies of slides summarizing 1982 activities briefing are attached as Incl 2. d. Continuation briefing notes and slides are attached as Incl 3. 3. (S/NOFORN) a. It was anticipated that the formal briefing portion would take 30-40 minutes. Instead it took well over an hour. A majority of the time was spent on the project book and the 2 completed but unevaluated cases. He was unaware of the problems we had had in getting information from Europe, concerning Dozier. b. The briefing on 1982 activities was fairly straight forward. He was concerned about the numbers of people briefed in the past. c. The continuation briefing quickly became unstructured. (1) NSA - MG Stubblebine had visited with LTG Faurer, Director, NSA just before arriving for our brief. So he told us about NSA's position. I then quickly went through my notes on NSA. (2) Medical R&D - MG Stubblebine had seen the memo I wrote covering my discussion with MG Rapmund, so that discussion was eliminated. 1 (3) IMDSO @ As soon' a's I@stated tha-t'IMDG0 had,no spaces@ or*,money of their own to offer, MG Stubblebine decided IMDSO was of no benefit. I restated MAJ Cook's willingness to assist in any way he could. Stubblebine III (4) Internal - I began by reviewing the results of Mr Geisler's search-for spaces-and those tentatively identified. I emphasized that continuing staff action was still required. I then began discussion of the initial security review which suggested potential organizations to 11carry" these spaces. Before I could finish, MG Stubblebine selected SSD, 902D as the organization to which the project would go.. As I tried to continue with other options@ MG Stubblebine then indicated I must not have heard him for he had already made his deQision. 4. (S/NOFORN) CG Guidance. a. Get ITAC publications an Dozier. Review all our material and come to some-decision if we needed more info (to the extent of a possible trip to Italy). b. Get out of the briefing model c. Prepare a letter to MG Odom notifying him of the decision to continue the project. d. Think about briefing at the Army Commanders Conference.
