Clapper, USAF SG1 I In preparation for the 5 May 1993 STAR GATE briefing to Dr. Perry and Dr. Deutch, we are providing the following background information: TAB A: Hard copies of the briefing charts. TAB B: A special report recently prepared by the STAR GATE unit that summarizes project history and contains recent project findings. TAB C: A summary of an old report that Dr. Perry may still recall when he was Under Secretary of Defense. The report resulted from a review of this area by Dr. Manfred Gale and led to a policy decision by Dr. Perry that was negative on research. This policy was later reversed by Dr. DeLauer, Under Secretary of Defense in 1983. We are still not sure what prompted the inquiry into STAR GATE by Dr. Perry and Dr. Deutch. This could be related to potential Russian or Chinese activities in this area, or-do to their general interest in the topic.
